This in-depth, 38-page booklet for congregations is designed to help develop a plan for dealing with the possibility of a homicidal shooter. The guide, developed by the Federal Emergency Management Agency (FEMA) includes a six-step planning process and also how to prepare, prevent, respond, and deal with the aftermath of a shooter incident. This guide spells out helpful guidelines in how to prevent such situations from occurring and also specific steps of what to do if a shooter comes through your church doors.
